SUMMARY AND SCOPE OF THE POSITION:

The CEO will oversee all aspects of the organization's operations, including cultivation, manufacturing, distribution, and retail, ensuring alignment with the board-approved strategic plan and tribal economic development goals. This role is responsible for building and managing a high-performing leadership team across departments such as HR, finance, marketing, and operations. The CEO will ensure full compliance with all applicable tribal, state, and federal cannabis regulations, including compact agreements, while maintaining transparent communication with the Board of Directors and Tribal Business Committee. Additionally, the CEO will manage the organization's financial health through budgeting, reporting, and long-term planning, and will serve as the key representative of the organization in both internal and external stakeholder relationships. Cultural stewardship and the advancement of tribal values will be central to the role.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Develop short and long-term business/strategic plans in coordination with the Board of Directors
  • Lead the execution of approved business/strategic plan and recommend adjustments based on performance and market conditions
  • Oversee all employees and day-to-day operations and decision making across CBH, Inc.
  • Build, lead, support and oversee an effective director team across HR, future development, finance, marketing, and operations
  • Ensure compliance with all tribal, state, and federal cannabis laws, including compact and regulatory requirements is being managed
  • Develop and manage annual budgets, financial forecasts, and long-term financial planning
  • Report regularly to the Board of Directors with clear, transparent communication
  • Represent the organization in key stakeholder relationships, including tribal leadership, government agencies, and business partners
  • Drive operational excellence, profitability, and sustainable growth across all business units
  • Promote a culture of accountability, collaboration, and alignment with tribal values and economic goals
  • Serve as the organization's chief cultural and ethical steward, integrating tribal identity into the business mission
  • Evaluate organizational applications and processes
  • Managing assignment of project and oversee outside contractors
  • Assessing the work performance of directors
  • Communicate with media and represent the business organization externally
  • All other duties as assigned by the Board of Directors

MINIMUM QUALIFICATIONS:

  • 4-year college degree or equivalent experience
  • A valid State issued Driver's License
  • Must be 21 years of age or older
  • Must successfully pass a background check
  • Must successfully pass a drug test for all substances non-cannabis
  • Meeting of 3 of 4 qualification areas below:
    • Cannabis Industry Experience (minimum 5 years)
      • Executive or senior leadership role in a licensed cannabis business (retail, cultivation, manufacturing, or distribution)
      • Deep understanding of cannabis regulations, compliance, and licensing at the tribal, state, and/or federal level
      • Proven track record of managing growth, operations, or product development within a regulated cannabis market
    • Business Experience (minimum 7 years)
      • Executive or senior leadership role in a mid-sized or large company
      • Experience with business planning, budget management, and cross-departmental leadership
      • Demonstrated success in scaling operations, managing profit and loss, and building high-performing teams
    • Tribal Experience (minimum 5 years)
      • Experience working in or directly with tribal governments, economic development corporations, or tribally owned enterprises
      • Familiarity with tribal sovereignty, governance structures, and intergovernmental relations
      • Demonstrated ability to navigate political dynamics and build trust with tribal councils and business committees
    • Government Experience (minimum 5 years)
      • Experience working in or with public agencies, compliance, public funding, procurement, or policy development
      • Understanding of governmental processes, accountability standards, and public stakeholder engagement

PREFFERED QUALIFICATIONS:

  • Experience developing or scaling vertically integrated cannabis operations (cultivation, manufacturing, distribution, and retail)
  • Experience in corporate governance
  • Experience in corporate operations that include numerous interrelated businesses
  • Experience in business finance
  • Leadership role in launching or growing a Tribal Economic Development Corporation
  • Familiarity with tribal compacts and implementation of sovereign cannabis regulatory frameworks
  • Successful history of navigating cannabis compliance and licensing in multiple jurisdictions (tribal, state, or internation)
  • Experience in creating and managing joint ventures or partnerships
  • Background in tribal governance and policy development, especially around commercial enterprise and community reinvestment
  • Demonstrated ability to lead large-scale operational teams and build executive-level infrastructure for high-growth organizations
  • Understanding of tribal tax systems, reinvestment models, and how to structure enterprises to maintain sovereign protection
  • Commitment to tribal member mentorship and workforce development, including creating leadership pipelines within the community
  • Knowledge of digital marketing, brand development, and retail strategies in competitive or regulated markets

TECHNICAL SKILLS:

  • Demonstrated ability to develop and execute strategic plans aligned with tribal economic goals and evolving cannabis market conditions.
  • Strong financial management skills, including oversight of budgets, financial reporting, audits, and capital planning.
  • In-depth knowledge of cannabis regulatory compliance across tribal, state, and federal jurisdictions, including seed-to-sale tracking systems like METRC.
  • Experience reporting to governing boards, maintaining corporate governance standards, and drafting resolutions and performance reports.
  • Proficient in managing vertically integrated cannabis supply chains, including inventory control, forecasting, and distribution logistics.
  • Skilled in navigating complex cannabis licensing processes and regulatory permitting across multiple jurisdictions.
  • Experienced in reviewing, negotiating, and executing contracts, with a strong understanding of organizational risk management.
  • Familiarity with enterprise systems including ERP, POS, and data systems to support data-driven decision-making.
  • Ability to oversee marketing, brand strategy, and consumer engagement while ensuring compliance with cannabis advertising regulations.
  • Knowledge of HR structures, tribal hiring preferences, labor compliance, and the development of internal leadership pipelines. Ability to solve problems in a timely manner and deal with a variety of variables to arrive at solutions when no defined set of guidelines may exist
  • Ability to listen to and consider diverse ideas and opinions and to make recommendations based on a combination of factors and information
