The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a
Crisis Services Program Manager to provide leadership and vision for the provision of 24/7/365 adult crisis behavioral health services to individuals in King County . This position will hold direct responsibility for working with internal and external partners across various agencies to coordinate and oversee the full crisis services continuum. The program manager will work closely with Division leadership, community partners and stakeholders to develop and implement crisis services across the crisis services continuum of care .

Additional Job Information WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. This position is not represented by a union.

TELEWORKING INFORMATION: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties
- Provide strategic oversight and direction setting to the crisis services continuum of care with ongoing analysis of community needs, identify system gaps and opportunities for system improvements.
- Provide program management to the individual programs within the crisis services continuum of care and additional MIDD funded crisis service initiatives, including monitoring contractor compliance and completion of contract deliverables, reports, and invoices. These crisis services include, but may not be limited to:
- 24/7 Regional Crisis Line
- Next Day Appointments
- Mobile Crisis Outreach
- Behavioral Health Response Teams
- Crisis Respite Program
- Crisis Diversion Facility
- Hospital Diversion
- Crisis Intervention Training (CIT)
- Response Awareness, De-escalation, and Referral (RADAR)
- Crisis Diversion Facility
- Co-responder programs
- Develop, implement, and monitor program annual budgets; participate in budget planning; routinely evaluate and analyze expenditures and revenues; authorize payments and anticipate program fiscal needs.
- Manage procurement and contracting processes and procedures, including program design, data-informed performance measurement, budgets and invoicing and capacity building.
- Work with program staff, division fiscal and operations staff to ensure crisis services' financial stability and audit readiness.
- Participate in annual BHASO audit by the Health Care Authority.
- Maintain programmatic alignment with all regulatory and fiscal compliance requirements, in coordination with relevant BHRD section staff. Ensure all crisis program policies and procedures reflect Federal, State and BHRD requirements & best practices.
- In collaboration with division leadership and program staff, assist in development and implementation of new crisis services and expansions, including but not limited to crisis stabilization units, 23 hr. observation units and behavioral health urgent care walk in clinics.
- Participate in internal and external meetings; represent the King County BH-ASO and King County Crisis Services.
- Build and maintain critical relationships and develop working agreements with external stakeholders to include law enforcement, hospitals, behavioral health providers, government entities, MIDD Crisis Diversion Subcommittee, Criminal Justice Training Center and others.
- Direct, coordinate and/or facilitate the work of multiple cross system collaborations across different systems and organizations. Foster collaboration to resolve issues that may arise between constituents or system partners.
- Align workflow of division initiatives of equity and social justice, recovery-oriented system of care, and the goal to provide diversion from hospitalization when appropriate and rapid stabilization and discharge once hospitalized.

Experience, Qualifications, Knowledge, Skills
Must meet the definition of a Mental Health Professional as defined in WAC 246-341-0515.
Have at least five years recent experience in program planning and project management in the behavioral health field and/or equivalent education or experience in supervision and management skills and practice.
Demonstrated experience and knowledge of contract administration and procurement of social service contracts and program design.
Knowledge of principles of equity and social justice and demonstrated ability to work with individuals and/or groups from diverse backgrounds.
Demonstrated knowledge of King County Crisis Services and the Crisis Services Continuum of Care.
Understanding of specific issues related to high-risk, high-need populations and frequent users of deep end services.
Demonstrated ability to work effectively with a broad range of constituents, including consumers, behavioral health providers, hospitals, law enforcement agencies, government officials, boards, high level management, elected officials, advocates, government and agency staff and others.
Skilled at motivating and engaging partners, behavioral health providers, law enforcement agencies, community members and building teams that work collaboratively toward implementing strategic initiatives.
Experience leading operations including staff supervision, budget projection and monitoring, programmatic and fiscal compliance of behavioral health programs or possess transferrable skills.
Demonstrated ability to simultaneously manage multiple tasks/projects, in detail and meet deadlines.
Strong facilitation and presentation skills and ability to communicate orally and in writing, promote consensus in decision making across DCHS/BHRD.
Valid Washington State Driver's License, or the ability to travel around the County in a timely manner.
Must be able to pass a criminal background check on a post offer/pre-employment basis.
Desired Qualifications: A dvanced knowledge of the current King County Behavioral Health Crisis system Continuum of services and local and statewide legislative policy action to transform current crisis services along all parts of the continuum.
Experience analyzing, comparing and implementing local and state legislative behavioral health policy.
Have at least three years recent experience providing direct supervision of program level staff in behavioral health and/or equivalent education or experience in supervision and management skills and practice.
Knowledge of and sensitivity to the needs and concerns of individuals most affected by the behavioral health crisis system.
