OFFICE: Mayors Office of Veterans Affairs (MOVA)

OPEN: July 14, 2025

CLOSED: August 1, 2025

GRADE: Excepted Service, Grade 6 (ES-6)

SALARY: $91,865.97

This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

The Mayors Office of Veterans Affairs (MOVA) is dedicated to serving the Districts veteran community, their families, survivors, and military caregivers. MOVA seeks to address the broad range of social, economic, and healthcare needs of the Districts veteran community by building strategic partnerships with public and private organizations, creating veteran-centered policy initiatives, and developing strong relationships with the veteran community. Building on these relationships, MOVA acts as a liaison between the Districts veteran community and the Mayor, District agencies, Federal agencies, and non-profit organizations to ensure that the Districts veteran community has access to the full range of available resources. The Director of Operations reports to the Director of MOVA and is responsible for participating in and supervising the planning, directing, and coordinating of the general program activities supported by MOVA through various constituency groups and community-based organizations. The work supports MOVA in advancing the Mayors strategic plan and contributes to the improvement of the quality of life of veterans and their families in Washington, DC.

Major duties

  • Participate in the planning, development and monitoring of operating standards, conduct organization and management analysis of the operations, and prepare and recommend revision to enhance office effectiveness.
  • Monitor progress and effectiveness of office assignments and projects.
  • Work with the Director to lead engagement and planning activities of the Advisory Board on Veteran's Affairs.
  • Provide analytical and operational leadership in maintaining the daily operational functions of the office
  • Identify and analyze methods for improving the organizational efficiency and effectiveness of the office.
  • Work collaboratively with the Director to develop budgets and ensure appropriate fiscal administration.
  • Provide direction and guidance to MOVA staff, assures that the work is performed in an efficient and effective manner.
  • Resolve operational problems with timely and economical solutions.
  • Perform special assignments and analysis, at the request of the Director, which frequently involve matters of a highly confidential nature.
  • Prepare reports and recommend courses of action designed to resolve problems/issues.
  • Develop or approve computer and records-processing programs.
  • Represent MOVA at community events and meetings with individuals, community-based organizations, and potential and current project partners, working evenings and weekends as needed.
  • Perform other duties as assigned.

Competencies, Knowledge, Skills, And Abilities

  • Thorough knowledge of the mission, goals, objectives, policies, procedures, and regulations of the Mayors Office on Veteran's Affairs and the returning citizens community.
  • Demonstrated grant management and/or grant writing experience, including federal and nonprofit funding sources.
  • Thorough knowledge of and skill in problem solving to conduct research and analysis; and thorough knowledge of management principles, procedures and techniques of analysis and evaluation.
  • Skill in applying analytical and evaluative methods and techniques to conduct research of policy issues, program/operations, and project issues; to review and analyze issues; and to prepare reports and recommendations.
  • Ability to implement customer service-oriented principles, measures, and improvement strategies.
  • Demonstrated skills and experience in providing leadership in a team-based environment.
  • Excellent oral and writing communication skills to prepare reports and presentations, proposals, etc. advise on issues; to articulate instructions and directives; and to communicate information and decisions with all interested parties.

Minimum Qualifications

  • Bachelors degree is preferred, with course work from an accredited four-year college or university in business management/administration or related field, and four (4) years of work-related skills and knowledge; OR an equivalent combination of education and/or experience.
  • Affiliation with the United States Armed Forces, including as a veteran or military family member, strongly preferred.

Work environment

The work is performed primarily in-person in an office setting. Time in the field is frequently required for related events.

SPECIAL NOTE - SECURITY SENSITIVE

This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Security Sensitive.

RESIDENCY REQUIREMENT

There is a legal requirement that each new appointee to the Excepted Service either:

  • be a District of Columbia resident at the time of appointment; or
  • become a District resident within one hundred eighty (180) days of appointment.

The law also requires that Excepted Service employees remain District residents during the duration of the individuals appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
