Job Summary

This position is located within the Environmental Data Management unit and supports the Minnesota Pollution Control Agency's (MPCA) environmental data management efforts, focusing on and leading laboratory and field electronic data processes efforts within the Environmental Quality Information System (EQuIS) system and the goal to help upkeep and modernize data system standards. The role involves coordinating data error resolution and data system enhancements, with a strong emphasis on collaboration with internal and external stakeholders such as MPCA staff, laboratories, contractors, and regulatory agencies. Key responsibilities include ensuring accurate data submission from laboratories, leading process improvements, assisting with quality assurance, and advancing the EDD loading process. The position requires problem-solving skills, project management capabilities, and effective communication to facilitate data accuracy and efficiency in environmental monitoring and reporting.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Three (3) years of combined experience in project management, data quality control, laboratory methodology, or environmental data management, and experience and understanding of relational databases such as EQuIS. A degree in environmental sciences, laboratory sciences, data management or other related field will substitute for one year of experience.

Communication skills sufficient to effectively facilitate process improvement efforts, present to groups, and transmit written information to a variety of audiences.

Preferred Qualifications

Demonstrated project management and project development skills, ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.

Knowledge of environmental data systems such as EQuIS, and how programs use the system for standardization and efficiency.

Knowledge of federal and state data management reporting requirements and its applicability to programs.

Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.

Experience querying and reporting of data for large data bases, project planning, implementation, management, and identifying and measuring outcomes with records management experience.

Knowledge of environmental data collection or sampling and analysis.

Knowledge of data governance practices, policies, and data standards.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
